here are some packs i think would be beneficial for anyone:
Devils Assault (350 turbine points) -->includes Chrono raid
The Vault of Night (750 turbine points) ---> include VoN raid
The Devils of Shavarath (650 turbine points) ----> includes a raid, but i dont remember the name of it (please PM me if you know the name or if your a moderator edit the post to reflect the name of it)
The Vale Of Twilight (850 turbine points) ---> includes Shroud raid
------------------------------------------- the packs below this dont include raid but i have seen to be popular
The Red Fens (450 turbine points)
Delera's Tomb (850 turbine points)
Tangleroot Gorge (550 turbine points)
The Ruins of Gianthold (950 turbine points)

can we get a list of the most important packs to get bought for gamers on a budget? or just a general review of some of them, i.e. what ones give good xp, good loot, good favor, etc.... ill start.
the necro 4 pack was my first, and is one of my fav's. farming taps for great gear is fast and gives good xp from s/r/e as well. i have yet to actually get flagged for the raid, so i cant speak on that.
vale of twilight seems priceless to me, simply for green steel.
ruins of threnal is ok for its cheap price. end chain reward is great, and xp is ok.
gianthold seems to be quite popular, and i do enjoy it, but i can think of better raids.
searing heights was a waste of money for me. noone ever wants to run it, and i have done one quest in it, and oozes make it very difficult to solo (for me at least).
anyone else?

My personal list:
1. Vale of twilight - the most beautiful area in the game. Also greensteel, 3 raids, 2 wild areas (one that drops plenty collectibles to turn in for large collectible bag). What else would you need?
2a. Reaver's Reach - dragons :-). Also the unique customizable Dragontouched armor. Only 4 quests total, and they are really tough (the highest reflex dc traps up to date), but lots of fun even if you fail. Even if you don't like any of these points, it has the best turbine spent per favor ratio. Price isn't high either. Non-wizards curse the inconvenient way of leaving the area.
2b. Secrets of Artificers. High level pack with named items that finally aren't junk you outlevel right away. Also lots of fun with blowing things up or hacking the security to work for you. Two tough raids and alchemical crafting (clone of GS). And finally, the must have purchase if you want to unlock artificer class.
3 - not sure, VoN? Don't have it, so can't tell.
4. Catacombs. Not a pack to own, even though it has nice tp/favor ratio and eternal wand of cure minor/magic missile as chain reward. Storyline is amusing even after few runs. If you can snatch a guest pass, it's surely a place to visit on low levels. Zerging with high level character needs around 60 minutes.
5. Gianthold. In my opinion, the area is ugly. Packs include lots of quests and big wilderness area. Storyline started here continues in Reaver's Reach, so grab both if you're role-player. Some famous landmarks are Crucible with lots of puzzles, and Cabal with highest DC non-epic trap in game. Flagging preraid is good source of dragon scales required for dragonscale armors. The raid itself is a joke, even on elite. Some named and desired loot drops there though, like madstone boots, napkin, head of good fortune etc.
EDIT
Devils of Shavarath - the only place to get +4 tomes without grinding epics.

I would add Red Fens to Niv's well thought out list. The loot is good and the quests are fun. Whitetights still uses gear found in the Fens.
My issue with Fens is that the wilderness wreaks havoc on my video card with the steamy, running water video effects in the swamp. The solution is to reset your graphics before going into the wilderness.
Vale of Twilight is a must have. And a tip for running Rainbow in the Dark. When you enter the quest, open your graphics settings and raise the gamma just a little. It lightens the screen enough that you aren't completely in the dark. It makes for ugly shadows but even that can be entertaining.

Nobody mentioned Phiarlin Carnival, but its a pretty fun questpack, and more importantly, the easiest EPIC runs.. so if you're lvl 20 you can grind them for epic tokens... so you can TR and stuff

The Vale of Twilight - one of the most imporatnt packs in the game.Grren steel items are realy nice The necropolis 1-4 - for xp These quests give loads of xp if u do them at level.Necro 4 hast the best wilderness area in the game in my opinion.The raid has some of the best items of arcanes/divines but is the toughest one in the game, and epic chrono is easier to do then this. The Devils of Shavarath - high level must have pack.Great xp and the items sets are really good Ruins of Gianthold - good xp lots of quests and good items.The raid is pretty easy to The Reaver's Reach - at level gives good xp and the dragontouched armors u can craft are really good Phiarlan Carnival - easiest epic pack.Has epic items for pretty much every class , good introduction to epic level quests. The Path of Inspiration and The Dreaming Dark - nice short easy high level quests with decent xp.The ioun stones found in end reward of the dreaming dark quests are really usefull for reincarnations (unsurpressed ioun stones give +6 stat at ml 5 and for bluebars there is a ml 5 archmagi ioun stone)The mindsunder named items are also nice Demon Sands - good xp and loads of quests, has epic difficulty and the raid items are nice (every bluebar wants a torc) The Red Fens - very nice item sets for both low level and high level (the epic versions are pretty good) and gives some good xp at level The Vault of Night - loads of xp good for leveling.The raid has the most wanted mele weapon in the game and has epic difficulty Secrets of the Artificers - if u care about the items sets or the artificer class u should get it otherwise pass it.Has crap xp and the alchemical weapons are hard to make and to be honest green steel weapons can be just as good. Devil Assault - good low level items.The epic difficulty is brutal and quite fun Tangleroot Gorge - an annoing quest chain (not sure about the xp) but has the only non exclusive deathward clikie in the game meaning u can crarry multiple items if the divine doesnt feel like throwing deathward - meet people like that and in epics too If u got the points other packs to get are Attack on Stormreach , Harbinger of Madness , Reign of Madness - interesting items and decent xp for leveling

If we are talking about xp mostly, I suggest to focus on high level packs (so dump tangleroot, necro 1/2 etc). Free to play quests end around lv 13, then there are only few high level adventures (including the 3 new ones). This might not be enough to hit 20 even on your first life. So some high level packs are a must. Vale is a priority, others according to taste. If you plan to ever grab yourself +4 tomes, you have to get Devils of Shavarath, or grind epic VoN. For your first life, there are enough free quests to get you comfortably to lv 12, and gh+Vale kept me blue-bared from then to 20. I actually struggled to not outlevel quests I haven't done yet for half of the game. TR might need some boost in lower level category, but first you have to get there, so start with high end ones.

1) vale of twilight ^^ --------------------------- other packs are all optionals... 2) if you like to play a caster with blue bar: desert of menechatarun and get a torc... -------------------------- 3) if you want fast xp: low xp: necro 1 made of 4 crappy quest + 1 worth 12.000xp medium xp: von with 1 quest giving huge xp, rest crappy xp high xp: delera having 3 juicy quests + trinket 5% xp bonus high xp: necro 2 having 2 juicy quests... one gives 10000opt xp HUGE xp: desert with 1 quest giving huge xp, others medium low xp: assault storm reach with 1 quest taking 1 min withelp medium xp: gianthold having 6 quick quest giving good xp/min high xp: necro 4 1 huge xp quest and others medium xp --------- worst packs ever.... 1) restless island 2) threnal also keep in mind: catacombs may be enjoyable if you play a radiant cleric, or a light monk, or some undead specced toon... too many strong undeads, low xp, almost crappy loot (got a bit boosted... especially for monk) devil of shavarath has 6 quest + 1 raid: raid is painful to flag, and gather boot parts, quest are painful , too long and low xp nice loot... but if you like loot... the inspired quartier chain is made by 2 packs called inspired 1, inspired 2 they are about the same level of devil shavarath pack, but quests are much more easier, gives more xp, and they still have nice loot... also... challenges are "free" and gives 1000xp min giving also nice loot (some of them )
